dr. dale lynch, EXECUTIVE DIRECTOR
Dale Lynch was appointed Executive Director of TOSS on July 1, 2017. Previously, Dr. Lynch had been Director of Schools in Hamblen County, Tennessee, since 2001. He came to Hamblen County from Elizabethton City Schools, where he served as Director of Schools and Assistant Director of Instruction. He began his career in education as a teacher in Washington County. Dr. Lynch earned a Bachelor's Degree at Milligan College, followed by a Master's Degree and a Doctorate of Education at East Tennessee State University. He has presented at regional, state, and national conferences on numerous occasions. Dr. Lynch serves on various local and state boards and is past president of the Tennessee Organization of School Superintendents. He was named Tennessee’s superintendent of the year in 2014
BARRY OLHAUSEN, ASSISTANT DIRECTOR (SLI)
A proud product of Lake County Schools, Barry also spent the majority of his professional career there. He taught middle grades and served as Supervisor of Instruction and Federal Programs and later as Director of Schools.
Barry then became Executive Director of Instructional Leadership for the Tennessee Department of Education. Warm Saturdays often find him heading out on his bicycle to explore the quiet back roads in the most scenic areas of our state.
DR. WANDA SHELTON, ASSISTANT DIRECTOR (ALI)
Wanda Shelton has served in public education for more than 30 years. She taught social studies, was a high school counselor, a supervisor of instructional programs, a testing coordinator, and finally Director of Schools in Lincoln County Tennessee.
Wanda grew up on a farm. Her sister Lisa is both a teacher and a farmer, running the family farm with their parents, Betty and Earl Shelton. Wanda attended the University of Alabama and has degrees from Middle Tennessee State University and Tennessee State University. Her free time is spent reading, cooking for friends and family, and with her two lovely granddaughters.
SUSIE BENEFIELD, OFFICE MANAGER
Susie Benefield is a native Alabamian from Birmingham, graduating from high school in 1976 and attending Jefferson State Community College. Susie moved to Tennessee with her family in 1990 and is widowed with two grown children.
Before working at TOSS, Susie worked for two years with the Maury County Board of Education's Workforce Initiative Grant as a stenographer. Kip Reel, former executive director of TOSS, hired Susie in 2004. She is active in her church and community and enjoys gardening and going to the Nashville flea market.
SARA BUNCH, COMMUNICATIONS DIRECTOR
Sara was born and raised in Lexington, Tennessee, where she attended both Lexington City and Henderson County schools. She graduated from Vanderbilt University with degrees in Child Studies and Human & Organizational Development with a focus in Leadership and Organizational Effectiveness. Sara loves to travel, having spent a summer living in London and traveling through Europe. She also enjoys trying new restaurants in Nashville and seeing live shows.
SHEILA LANE, RECEPTIONIST & REGISTRAR
Sheila Lane grew up in Stockbridge Georgia. She decided to make Nashville her home after attending College at Trevecca Nazarene University, where she majored in Business Management. Before Sheila came to TOSS she worked in a variety of roles in different industries, focusing on IT and administration.
Sheila is active in her church community and enjoys running, swimming, and reading. You will find her checking out the latest hip restaurant in East Nashville.
CHUCK CAGLE, LEGAL COUNSEL
Charles W. (Chuck) Cagle is a shareholder and chair of the Education Law Practice Group for the firm Lewis Thomason's Nashville. He oversees the firm's representation of over 70 public boards of education, two private schools, two private universities, and a private medical school in a variety of legal matters.
Mr. Cagle also is a registered lobbyist with the Tennessee Bureau of Ethics and Campaign Finance. His list of lobbying clients has included school superintendents, school employee professional organizations, school boards, private schools, private universities, and the world's largest education services corporation. He serves as an adjunct professor at Vanderbilt University, teaching courses in K-12 Education Law and Public Policy and the Law of Higher Education.
CATIE LANE BAILEY, LOBBYIST
Catie Lane Bailey is a Policy Advisor and Attorney with Waller Law in Nashville, providing analysis and strategic advice on navigating ways to most effectively approach public policy issues. A registered lobbyist, Catie represents and advises clients on legislative and public policy matters before the Tennessee General Assembly, local governments, and various state and local agencies.
Catie received her J.D. from Nashville School of Law in 2012. She graduated Summa Cum Laude from Western Kentucky University with a B.A. in Political Science and Communication Studies and a Certificate in Political Communications.
